Dunno about Blender,highly doubtful that it has something like ToonRender,n'or ink and Paint type of material
Yet you can make an artificial Cell Shader,have a look at the tut > [link] < (it describes how to achieve relevant looks with basic material and maps manipulations)
Oh,and btw nice model,you could try and add a gradient Black to Red for her hair..actually in all in overall i like adding gradients they add contrast to the image,making it more interesting
